Jobs with Justice Endorses H4652, An Act Regarding Decarceration and COVID-19. While the Supreme Judicial Court recently issued a ruling that helps some pre-trial detainees, the Court found that it did not have the authority to order releases in adjudicated cases, necessitating legislative action. Incarcerated people are particularly vulnerable to the impacts of COVID-19 as many are elderly and have medical conditions that put them at serious risk. The environment in prisons and jails is not conducive to promoting health and welfare during this pandemic and immediate measures must be taken to decarcerate in order to save lives and reduce the spread of COVID-19. This bill balances public safety needs against the imminent public health threat of COVID-19, making our prisons and jails safer for all by reducing populations and establishing clear guidelines for improved sanitation and a healthy environment during this pandemic.
